The appointment expands QII's site-readiness leadership team as the company evaluates powered infrastructure projects for artificial intelligence, advanced manufacturing and other energy-intensive industries.

OVERLAND PARK, Kan., July 5, 2026 (BUSINESS WATCH GLOBAL) – Infrastructure development company QII has appointed Chris Kapper as Executive Vice President of Pre-Development, where he will lead the company's pre-development organization responsible for evaluating site feasibility, regulatory risk and early-stage planning for powered infrastructure projects.

The company also announced the appointments of Daniel "Danny" Kelly as Vice President of Pre-Development and Kyle Riley as Director of Pre-Development.

Kapper most recently held development leadership positions at QTS Data Centers, including Senior Vice President of Development. He previously served as Director of Strategy and Development at STACK Infrastructure.

"Having worked with Chris before, I know he's one of the best pre-development leaders in the business. He has the technical skill this work requires, but what sets him apart is that he never loses sight of the people and communities connected to every site. That's what our People Forward culture looks like in practice, and it's why we're honored to have him leading our pre-development team," said Chad Williams, Chairman and Chief Executive Officer of QII.

Kapper says pre-development plays a critical role in determining whether infrastructure projects can successfully move forward.

"Pre-development is where you find out whether a site can become a real project. That work starts long before construction. You have to ask the hard questions early, build trust with the community, and form the partnerships that help a project move forward responsibly. Danny and Kyle are among the best in the industry and have executed this work at scale. They know how to work through the constraints that often surface early in a site's development process. They know which questions will get a project moving and how to keep that momentum going," said Kapper.

Kelly brings experience in development program management and pre-development from QTS Data Centers and previously worked at CenterPoint Integrated Solutions. Riley also joins from QTS Data Centers, where he managed pre-development projects and site planning activities.

According to QII, the leadership additions strengthen the site-readiness capabilities supporting its powered infrastructure platform as it evaluates projects for artificial intelligence, advanced manufacturing and other energy-intensive industries.

QII is an infrastructure development company that develops energy-ready infrastructure for artificial intelligence facilities, advanced manufacturing operations and other energy-intensive industries. The company integrates energy planning, capital, development expertise and project execution to support large-scale infrastructure projects.
